2. Approval of minutes of meeting held on 22nd April. 2009 was proposed by Mrs E.Hathway seconded by Mr T.Harvey.
3. Matters Arising

5. Improved childrens play area. Repairs have been carried out to the fencing around the area but already damage has been carried to sections of the old fencing. Fund raising
for further improvement is ongoing, a fun day and dance were organised that brought in much needed funds. A design competition is being carried out with the Kyle C.C. being prepared to donate the sum of £300 towards a prize for the best design to be used for the likes of a Bike or trampoline.
6. Election of Vice Chair person. Matter closed out Mr A.MacDonald elected.
8. Tidy up of Mackerlich Yard. Ongoing planters are in hand.
9. Chewing gum on footpath. No answer back to date still ongoing.
10. Car parking. Still ongoing
11. Kyle web site. Up and running still need more local input also need to obtain the
password so as to be able to update C.C business.
12. Village gap site. No further update or development of the site. Site to be monitored so matter closed out.
13. Correspondence
13.2 Radio mast near Kyle Primary. No transmission risk to persons e mail sent
to all members with web site address for full information of the reason for
mast.
13.7 Rules and regs for Community Councils Closed out as no comments.
14.a Flower pots around village. This has been completed with work carried out by
Donald of Loch Duich plants. Funding came in the form of £500 from the Region,
£500 from the Business Group and £500 from the Kyle C.C. With the display at the
Bandstand being donated by Donald of Loch Duich Plants for the business.
14.b Bill for Christmas lights. Has been paid but still waiting on a catalogue for lights.

14.c Donation to School Competion. Donation made and Closed out.
14.d Refurb of seating within village Outstanding Colour coding of tarmac sections
within the streetscape completed but the section infront of gap site is coming in for
a lot of wear owing to crossing traffic. Also water stain from waste water drain
near corner shop to be investigated.
14.c Pot hole near Fasgadh Main Street. Had been filled but does not last very long.
4. Police Matters.
PM(a) Car parking on Main Street between the Carpet and Clothes shop. Can anything be done as when vehicles are coming up the Main Street they can not always see if the road is clear up to the rail bridge? Letter to be sent to George Speed highlighting the fact that the parking is a danger to road users and that a STOP sign be installed at the junction of Main Street / Plock Road as vehicles have been observed to just carry on at the junction with very little concern to other road users.
PM(b) Police presence within the village during dance nights. Groups of youngsters had been observed, by the Police, hanging around the village after a dance night. The situation to be monitored on future functions.
PM(c) Boy racers / fast vehicles along the road past the Butec Base towards the fishery pier. Police to check with the security gate at the base for observations and comment.
No further Police Matters the two reps were excused from the remainder of the meeting to return to normal duties.
5. Improved children’s play area
See comments above under Matters Arising 5 Further info is that a meeting with Council members is arranged for Friday 11th Sept to find out about further funding.
6. Car parking for Doctors etc.
7. State of the Gun Site
Comments made about the amount of rubbish observed up and around the Gun Site. The Gun Site does come under the Council grass cutting plan so undergrowth should be contained. Letter to be sent to G.Speed with ref to who is responsible for the collecting of rubbish within this area. The letter to also include the rubbish that is collecting at the top of the stairs to the Co-op down the embankment, who is responsible.
8. No right turn sign off the A87 into the road in front of Marine Store.
Present No Right Turn sign off the A87( coming from the Bridge direction) into the road that passes between the Chemist and the Marine Store is not working. It is not clearly visible with its present location above the traffic light on the right hand side when travelling from the Bridge direction.
Also road markings to be looked at for location when leaving the car park and the no entry sign. Letter to be sent to Transerve for the No Right Turn sign and a letter to G.Speed depending on observations for road markings on leaving the car park.
9. Problem foot of stairs to flats at Heathmount Remote access not working.
It was brought to the attention of the C.C. that the remote door access to the flats is not working. This does not appear to come under the C.C. but the residents should contact the Service Point to have the problem rectified.
10. Future car parking around Kyle
This is still an ongoing problem and is under review. See Item 6 above Doctors parking and letter to be sent to G.Speed.
11.Road Condition up to Heathmount
The issue of the poor state of Heathmount Road was raised such that a letter to be sent to G.Speed to find out if Heathmount Road / Place is an adopted round, if not how far is it adopted and could repairs be carried out.
Before the next meeting members of the C.C. ( approx 4weeks ) have been requested to come up with a list of locations of damaged road surface etc so that picture can be taken and submitted to G.Speed for possible rectification.
12. Caravan / Mobile home park
With the problem of parking mobile type homes and caravans within the village the thought of building a caravan type park within the village possibly around the old golf coarse was suggested to the C.C. The site would need to be cleared and levelled with an access off the A87 around the location of the old Toll Booth at the bridge. As the area possibly belongs to the Plock Trust.they would need to be consulted. Considerable finance would be required way out side the C.C. budget. It was also mentioned that conversation with the holders of Balmacara caravan site indicated the reluctance for mainly foreign travellers to pay the overnight fee as on the continent most caravan parks are free. This would have a big impact on making such a development at the golf coarse pay.
13.Tree cutting opposite Arden House
Owing to the amount of tree growth opposite Arden House the owner is having problems with receiving a Sky TV reception and was requesting help from the C.C. in assisting with getting the trees cut. It was suggested to make contact with the Service Point in the Main Street for the Council to action. ( Contact has been made with the Service Point and a request put into action)
14.Street signs for Main Street.
Only two signs one at the start of the Main Street and one at Fasgadh are the only indication of the length of the Main Street which does continue out along the Plocton Road. This is causing problems with visitors who are looking for addresses along Main Street. Letter to be sent to G.Speed requesting more signs.
15. Christmas lights.
Awaiting catalogue from Fort William Lighting dept. The Fort William lighting dept are prepared to help out with sockets around the Band Stand area and the Main Street but and lights that would be installed on lamp posts along the A87 would come under Transerve. Still ongoing.

17.a Position on regular non attending members of the C.C. Letter to be sent to Mr R. Bain HRC for clarification on the above subject.
17.b Water running down Church Road. It was brought to the attention of the meeting the concern over the rain water that does not run into the drain around the junction with Church Road and Pladaig Road. Letter to be sent to G.Speed for rectification of problem
17.c Concrete pipe Pladaig Road. A concrete pipe of considerable diameter has been left by the Water Board in Pladaig Road at the back of the old furniture shop store room. Letter to be sent to the Water Board for removal if not required and possibly relocated to a point near the entrance to Kyle, so that it could be used as a planter for plants etc.
17.d Comment from Fiona Begg Youth Café. As to additional items-the Youth Trust would like the Community Council to be more pro-active in encouraging our young people to be involved in the community through volunteering.
With more notice Fiona would like to talk about the Youth Trust to the Community Council. Fiona to be notified of next meeting.
